{"id":3105,"date":"2018-04-23T09:32:33","date_gmt":"2018-04-23T09:32:33","guid":{"rendered":"http:\/\/blogs.kcl.ac.uk\/socialcareworkforce\/?p=3105"},"modified":"2018-04-23T09:48:35","modified_gmt":"2018-04-23T09:48:35","slug":"letter-from-budapest","status":"publish","type":"post","link":"https:\/\/blogs.kcl.ac.uk\/socialcareworkforce\/2018\/04\/23\/letter-from-budapest\/","title":{"rendered":"Letter from Budapest"},"content":{"rendered":"<p><strong><a href=\"http:\/\/https:\/\/www.kcl.ac.uk\/sspp\/policy-institute\/scwru\/people\/turnpenny\/index.aspx\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-3110 alignright\" src=\"http:\/\/blogs.kcl.ac.uk\/socialcareworkforce\/files\/2018\/04\/Agnes-Turnpenny-233x300.jpg\" alt=\"\" width=\"175\" height=\"223\" \/><\/a><a href=\"https:\/\/www.kcl.ac.uk\/sspp\/policy-institute\/scwru\/people\/turnpenny\/index.aspx\">\u00c1gnes Turnpenny<\/a><\/strong><em> is a Research Associate at the Social Care Workforce Research Unit, King&#8217;s College London. <\/em>(564 words)<em><br \/>\n<\/em><\/p>\n<p>On March 13-14 I attended the conference <a href=\"http:\/\/www.efiportal.hu\/hir\/nemzetkozi-v4-es-konferencia\/\"><em>Social and Technological Innovations \u2013 The Participation of Persons with Disabilities<\/em><\/a> during the Hungarian presidency of the Visegrad Group. The <a href=\"http:\/\/www.visegradgroup.eu\/\">Visegrad Group<\/a> (or V4) is an intergovernmental cooperation between Hungary, Poland, the Czech Republic, and Slovakia. Originally established after the fall of the iron curtain in 1991, it aims to promote cooperation and mutual learning based on shared legacies and common challenges in the context of political and socio-economic transformation. An important milestone was reached when the V4 countries (alongside four other post-communist countries) joined the European Union in 2004. In recent years the emphasis on \u2018shared values\u2019 has become stronger as the four countries have shifted towards more populist or openly authoritarian regimes.<!--more--><\/p>\n<p>The conference was organised by the Hungarian Ministry of Human Capacities and brought together representatives of government, civil society (including disabled people\u2019s organisations, professional networks, and service providers), and businesses working with and for people with disabilities. In addition to the plenary sessions featuring invited policy makers and researchers from different countries and representing various organisations such as the European Commission, there were four workshops and a roundtable allowing for more in-depth discussions of topics identified as common challenges by the organisers. These were:<\/p>\n<ul>\n<li>The participation and inclusion of people with disabilities in all areas of life;<\/li>\n<li>\u2018New\u2019 disabilities and old challenges \u2013 availability and access to services for autistic people and people with psychosocial disabilities;<\/li>\n<li>The closure of large social care institutions and a move towards community-based services;<\/li>\n<li>Technology and innovations to support everyday living.<\/li>\n<\/ul>\n<p>Although these challenges are not unique to the V4 countries \u2013 if we think about the <a href=\"https:\/\/www.mencap.org.uk\/sites\/default\/files\/2016-08\/esa-review-december-2015.pdf\">disability employment gap and the labour market exclusion of people with learning disabilities in the UK<\/a> or the <a href=\"https:\/\/www.theguardian.com\/world\/2018\/feb\/08\/france-is-50-years-behind-the-state-scandal-of-french-autism-treatment\">treatment of autistic people in France<\/a> \u2013 some legacies are felt particularly acutely and give rise to inertia in the region.<\/p>\n<p>Paternalistic attitudes, stigma, weak community cohesion and general distrust are endemic and make the implementation of social care reforms more difficult and also create barriers for the community inclusion of people with disabilities. <a href=\"https:\/\/mhe-sme.org\/mapping-exclusion\/\">Full guardianship and different forms of substitute decision making are still commonly used across the region \u2013 with the exception of the Czech Republic \u2013 depriving individuals of their legal capacity to make decisions<\/a>.<\/p>\n<p>Social care is still predominantly provided in large institutions with poor infrastructure and often located in rural and isolated communities that offer little opportunities for social or economic participation. Community-based services are scarce or non-existent, and the majority of people with disabilities live in poverty. <a href=\"http:\/\/enil.eu\/campaigns\/eu-funds-for-our-rights\/\">Although Central and Eastern European countries (including V4 countries) are receiving large sums of money from the European Union<\/a> to implement deinstitutionalisation policies in social care, <a href=\"https:\/\/www.researchgate.net\/publication\/320757473_The_role_of_EU_funding_in_deinstitutionalisation_DI_in_Hungary_and_the_experiences_of_the_DI_programme_so_far_executive_summary\">progress to date has been extremely limited<\/a> and it remains to be seen how externally mandated, international human-rights-driven reforms can be successfully implemented in the context of growing inequalities, high levels of deprivation, a rapidly ageing population and increasingly severe labour shortages.<\/p>\n<p>After the conference the V4 countries agreed to establish a High Level Group on Disability to promote cooperation and knowledge transfer in the region \u2013 including research, which is largely missing. It increasingly appears that existing notions and experiences from social care reforms in Western welfare states have limited applicability in the socio-economic context of the V4 countries.
